This is a new standard for clothes and toys. The re-sale shops are worried about thier items. The problem is that the items need to be certified complient with the new starndards. So if you have some things that dont have a certification then the product is in violation. The bottom line is I think that this is just to cover gov'ts behind. They are sick of being sued and now can pass the buck when someone does. Now the re-sale shops will just have to look for loopholes to jump through.
